Social Policy: Descriptive and Analytical Social policy as an academic subject is both descriptive and analytical. Discuss drawing on at least three academic references. In this essay the author will define social policy as an academic subject and show that despite the fact that social policy draws on other academic social science subjects it is different because it is based upon a distinct empirical focus support for the well-being of citizens provided through social action (Alcock 2008:3). The author will show how as an academic subject social policy is both descriptive and analytical and will give examples. Social policy as an academic subject is difficult to describe as it is both the search of theoretical norms on how society should behave and the practical application and implementation of policies, which are considered to be social (Alcock et al 2004:1). The purpose of these policies is to improve welfare and to meet human needs (Blakemore, K. 2003:1). Spicker (2008:1) defines social policy as the study of social services and the welfare state. The study of social policy, originally known as social administration mainly pertains to social services and includes social security, housing, health, social work and education, these being described by Spicker (2008:1) as the big five. Social policy as an academic subject draws on other subjects such as economics, politics, history, psychology and sociology and has been described as a magpie subject by Blakemore (2003:3). These other subjects offer background information about the many aspects required to understand and develop social polic ies such as the effects of industrialisation and changes in social conditions, population changes, concepts of class, status and mobility. Understanding sociology gives a better understanding of industrial relations, minority groups and social control (Titmuss 1974:15). However, social policy as an academic discipline differs from these other subjects because it is based on a distinct empirical focus support for the well-being of citizens provided through social action (Alcock, P. 2008:3). Social policy as an academic subject has been described as the study of policy practice in order to contribute to policy reform. It combines both descriptive and prescriptive elements Becker (2008:11). Carlson (2004:89) contends that the descriptive element of social policy is normally involved in the production of classifications to make comparison easier, or to show the inter-relationships between cases. According to Spicker (2008:2) Titmuss suggested that social policy describes how policies are formulated and the consequences of policies. Social policys main focus is welfare and it describes peoples needs or problems such as poverty, housing, mental illness or disability (Spicker 2008:4). Social policy describes the origin and aims of a policy, how a policy is implemented and the results, either good or bad (Spicker 2008:5). Fitzpatrick (2001:4) wrote that social administration was concerned with the how and the what of social policy . An example of this descriptive element of so cial policy in practice can be found in a background paper on drugs and drug dependence written by Richard Hartnoll (2004). Hartnoll discusses how many people, what type of people use drugs, the type drugs they use, prevention, treatments and reduction in supply. This descriptive data contributes to addressing policy questions in relation to the impact of drug use on individuals and society. Descriptions also help to assess needs and deal with whether or not there are adequate resources to deal with the problem. Hartnoll concluded that although descriptions of the drug situation and policies had improved in Europe, that gaps remained and much more needed to be done in analysing policies. The study of social policy requires the rigorous linking of theoretical analysis with empirical enquiry. Social policy needs to analyse policies, their goals and impacts and consider if these policies achieve their goals, or if not, why not (Bochel 2005:7-8). According to Carlson (2004:88-89) Best and Kellner make a comparison between social theories and road maps, saying that in order to analyse, discuss and intervene in social processes we need to use maps to see how society is structured. Theoretical perspectives or belief systems, referred to as ideologies of welfare (George and Wilding, 1994:1) play an important role in the analytical aspect of social policy. Ideologies have three main components as described by Baldock et al (2007:69-70). The first is a view, which stresses or explains argument without giving weight to other viewpoints. The second is the view of groups or individuals who have something to gain from an argument. The third and final component of an ideology is ho w it deals with more than one issue and refers to a wider set of coherent ideas. Analysing social policies in relation to lesbians, gay men and bisexuals in Ireland show how the ideologies of the Catholic Church have in the past influenced social policy. Sex between men was criminalized in Ireland in 1634 and was punishable by death. Amendments were made to this act broadening the scope from buggery to gross indecency in 1885. With the foundation of the Irish Gay Rights Movement in 1974 came the push to decriminalise homosexuality. David Norris took a case to the High Court in 1977 in which he challenged his constitutional rights of privacy and equality. This case was unsuccessful and the judgement of the High Court included reference to homosexuality been condemned in Christian teaching as being morally wrong. The High Court also judged that homosexuality posed damage to the institution of marriage. The Catholic Churchs ideologies are evident in this judgement. Norris was successfu l in 1988 when he took his case to the European Court of Human Rights. Homosexuality was eventually decriminalized in the Criminal Law (Sexual Offences) Act of 1993 (Considine, Dukelow 2009:438-443). In conclusion the author has defined social policy as an academic subject and explained the differences between social policy and other social science subjects. The author has explained how social policy is descriptive and illustrated this with the example from Hartnoll. The author has also shown how social policy is analytical and why when analysing policies consideration must be given to the influence of ideologies as demonstrated with the example given from Considine and Dukelow. Human Values: The Key to Solving Global Problems ABSTRACT: At the dawn of global civil society, the test for humanity is to achieve unity while preserving cultural differences as well as the distinctiveness of nations and peoples. Such unity can be reached only by recognizing human values, especially human rights. However, these rights must be strictly determined and more than mere obligations. Hence, the most important task for philosophy is to develop foundations and principles for a world society and to formulate a global consciousness and a humanistic worldview that adequately reflects the realities of our epoch. Our action must increasingly be based on an acknowledgment of global values. The twentieth century and the United States are synonymous with achievements in the spheres of science and technology along with the attendant positive and negative circumstances arising from these developments. Not surprisingly, therefore, when philosophers from all over the world gathered in Boston in August 1998 for the 20th World Congress of Philosophy to discuss the most important contemporary problems the majority of these problems were bound up with the revolution in the spheres of science and technology. Since morality is closely intertwined with social and technological achievements, I want to underline the necessity of moral reevaluation and the need to be flexible and tolerant concerning value orientations if we wish to avoid global instability. Undoubtedly, contemporary global problems find their roots in the consequences of scientific and technological progress. The most important of these problems are the threat of global nuclear war, ecological imbalance, unsustainable population growth, and a growing developmental ... ...riented morality, and implement appropriate international laws. In this case, human rights legislation becomes of utmost importance. Yet prior to such legislation is the necessity that everyone receive an education which facilitates an understanding of our current global situation along with a respectful appreciation for diversity and otherness. All human beings must recognize themselves as inhabitants of one world and act accordingly. Hence, all nation-states, despite their traditions, beliefs, and values, are obligated to give priority to the common interests of human beings in order to preserve all life on earth. No one can with certainty forecast the fate of humanity or of our planet. But the degree to which we are able to influence conditions of life on our planet requires each of us to acknowledge global values and our responsibility for acting on such values.

Matchbox of safety matchesCold water faucet or chilled panScissorsLighter One easy way to get cold metal is to run cold water through a faucet. If the water out of your tap isnt particularly cold, another option is to refrigerate a metal pan or set it onto a dish of ice. Perform the Smoke Magic Trick Cut out the striker portion of a matchbox from a box of safety matches. Trim off any paper around the striker.Fold the striker in half, striker-sides facing each other.Set the folded striker on top of the running cold water faucet or a refrigerated metal pan.Use a lighter to set fire to the striker. Ignite both ends. Then run the lighter along the length of the folded striker. It wont burn to ash, which is fine.Discard the burned striker.You will see a brown residue that has been deposited along the top of the faucet or metal pan. How the Smoking Fingers Trick Works Are you interested in the science behind this smoke trick? Its commonly believed the smoke is vaporized white phosphorus. Heres how it works: Phosphorus is a chemical element that can take several forms, called allotropes. The type of phosphorus in the striker of match boxes is red phosphorus. When you burn the striker, the phosphorus is vaporized and condenses into a solid onto the cool metal surface. This is white phosphorus. The element has not changed identify, just the structural arrangement of the atoms. Rubbing your fingers together produces enough heat from friction to vaporize the phosphorus into what appears to be smoke. The smoke glows green in the dark. While you might assume this is phosphorescence (since youre using phosphorus, after all), its actually an example of chemiluminescence. Phosphorus reacts with oxygen from air to release energy in the form of light. The reason scientists know the red phosphorus from the striker vaporizes into white phosphorus is because of the green glow. Only white phosphorus glows in the dark! White phosphorus readily reacts with oxygen in air to form a flammable compound. Because of this, one of the earliest uses of the purified element was to make matches. Early friction matches have been around since Robert Boyle made them back in 1680, although they did not become popular until 1830. The early phosphorus-based matches were dangerous, containing enough phosphorus to poison a person. Modern matches are called safety matches because they dont use highly toxic chemicals. Whether it is father and child, or mother and child, some would say that's not a real family because society's perception of family includes mother, father and child all living happily together. Now, if a father is providing food and shelter for his child, teaching his child how to survive in the world, and loving and taking care of his child, then he is fulfilling the duty of a family member that does not mean that the father and the child are not to be considered as a family regardless if the mother is in the picture or not. In the year 2000 there was a total of 16, 135, 523 single parents in Canada (according to Statistics Canada). In the past when a couple got married it was assumed that they would have children. In current society most women are career oriented and don't have time for babies. Is a couple who choses not to have children still considered a family? As long as the couple is taking care of each other, working to put food on the table and keeping a roof over their heads, and provided they are learning from each other's mistakes, then they can still be classified as a family. In 1996, Statistics Canada released that 2,729,775 families were without children. Recently many people are beginning to practice common law marriages....

A Short History Of Singapore History Essay Numerous evidences had been uncovered, and reports and archaeological findings especially, certainly suggest that Singapore was largely strategic between the period of Temasek, in 14th century, and late 17th century. However, to conclude that Singapore was hence always strategic would probably be too much of an overstatement. This essay will discuss Singapores strategic significance, with the support of these evidences, during the different time periods. During the 14th century, trade was already ongoing between the West, South Asia and East Asia. The Melaka Straits was crucial for traders to sail to and fro the Indian Ocean to the South China Sea. Sailing in the past depended on wind direction, thus ships had to stop in Southeast Asia (SEA) to wait for a change in wind direction to bring them towards either China or India  [1]  . Singapore was hence a strategic port because she was located in SEA and along Melaka Straits, making it a convenient stopover hence the central of international trade  [2]  . Bits of celadon (from China), Chinese coins  [3]  , fragments of stoneware (mainly from Guangdong and South Fujian) and earthernware (from Sumatra, Java and Borneo)  [4]  and under-glazed blue and white stem cup (more expensive of porcelains from Jingdezhen during Yuan Dynasty)  [5]  recovered support the above claim as they suggest extensive trade links Temasek had with China and SEA, and that its inhabitants, espe cially the wealthier ones inhabiting Fort Canning, were able to afford the more exquisite products of Jingdezhen  [6]  . Temasek then, was able to attract maritime trade by providing unique products that rival ports were unable to supply. Recorded by Wang Da Yuan in Daoyi zhilue  [7]  , Temasek supplied indigenous products like hornbills casques of excellent quality. Found only between north of Malay Peninsula and South of Borneo, traders can only lay their hands on it at Temasek or Palembang  [8]  . Though Lakawood was in abundance, Temasek was one of the five ports that offer those of middle-quality  [9]  . Celadon, white wares and stonewares uncovered at Riau Archipelago, dating back to the period of Temasek, had patterns and craft similar to those imported from Temasek  [10]  . Furthermore, the origin of glassbeads of Riau Archipelago and Temasek should be identical given similar compositions  [11]  . Hence, Temasek probably served as a collection centre and an entry to export for Riau Archipelago  [12]  . In this case, evidences do suggest that Singapore was prospering and had an influence on regional economy and was thus strategic. During the 15th to 17th centuries, though Singapore declined slightly when Temasek was relocated to Melaka, fragments of under-glazed blue porcelains found at Kallang River  [13]  , and Portuguese maps which indicate the presence of a shahbandars office  [14]  , as elaborated in (b), suggest that she retained some of its strategic significance as a port by maintaining some trade with China. As mentioned, being one of the strategically situated along the Melaka Straits, the power that was able to erect a strategic dominance around the waters around Singapore would be advantaged in terms of security and economically. The Dutch had wanted to destroy Luso (Portuguese-Spanish) monopolies in SEA when they first started attacking Portuguese trading ships around Singapore waters and declared war with the Portuguese when they raided Santa Catarina and auctioned off its products  [15]  . This saw the naval battles between the Dutch and Johor Sultanate, and Portuguese and Acehnese in the early 17th century and gave rise to the considerations of fortifying Singapore by both powers  [16]  . Jacques De Coutre proposed to build forts at the east coast of Singapore and Muar River estuary and station a naval fleet at Sentosa to protect Portuguese trading ships from the Dutch  [17]  . Dutch had the same places in mind for their fortification plans  [18]  . Till this point , the Dutch and Portuguese reports do suggest that Singapore was strategic. However, the plans never realised, which made us rethink if Singapore was really that strategic after all. Singapores strategic significance took a turn in the 18th century. There was not much evidence to prove this period of time, but by referencing to my contextual knowledge, we know that the Dutch shifted their focus from the Melaka Straits to the Sunda Straits, Portuguese diverted their trade to Japan having difficulties trading in the Melaka Straits and Johor Sultanate relocated their capital to the Lingga Archipelago, shifting the maritime silk road southwards  [19]  . Singapore lost its value with the declination of Melaka Straits and was abandoned. She no longer held any strategic significance to participants of the maritime trade. Perhaps it is precisely that not much evidence was found that dates back to this period of time that it suggests that trading activities in Singapore was kept to its minimum. Moreover, no coins or porcelains were uncovered that dates beyond the Song and Yuan Dynasty, and the Ming Dynasty respectively  [20]  , further supporting my contextual kno wledge. It is evident that Singapores strategic significance changes with time, depending on human-related factors such as politics and economics, and hence is relative. The evidences may seem to imply that Singapore was always strategic, but when viewed from another angle, they can also suggest otherwise as stated in the previous paragraph. Therefore to say that they suggest that Singapore is always strategic may be a little too extreme. b. In light of this evidence, should Singapores history from 1511 to 1819 be written as (1) little more than a sleepy fishing village? (2) a declining but still thriving emporium astride hotly contested strategic waters (3) part of the Johor Sultanate?  Ã‚  Please explain your preference. From the 15th century to 17th century, Singapore was a (3) part of the Johor Sultanate, but she was (2) a declining yet thriving emporium astride hotly contested strategic waters between the 16th and 17th century. It was only during the early 18th century that trade in Singapore started dipping, and she was perceived by the British as a sleepy fishing village when they stepped ashore in 1819. Hence, (1) little more than a sleepy fishing village suitably describes Singapores history between this period as it is a broader title and thus encompasses both (2) and (3), and the reduction of importance of Singapores port resulting from the declination of the Melaka Straits during the 18th century accounts for Singapore being a sleepy fishing village. When Singapore was (3), trade was still ongoing though insignificant compared to its Temasek period. Excavations on the north bank of Singapore River, where a settlement was once present, and Kallang River revealed fragments of ceramics and under-glazed blue porcelains with designs dating back to the rule of Ming Emperor Wanli (1573 to 1620)  [21]  . Similar findings in Johor Lama and Johor Shoal imply that the findings in Singapore belonged to the Johor River trade controlled by the Johor Sultans  [22]  . Some may suggest that these pieces might have been disposed into the Kallang River when ships stopover for supplies because they broke during the voyage, and not because of trade present in Singapore  [23]  . This may be true, however, according to two Portuguese maps, a shahbandar of the Johor Sultans office was featured on the southern coast of Singapore  [24]  , proving the above conjecture wrong and showing that trade at the Kallang River was flourishing to the extent it needed a shahbandar to run it. This also indicates that Singapore then, was continuing some degree of trade with China, showing that she was (1). As mentioned, trade was also falling, compared to its Temasek period, as during this time, Melaka was the main port for international trade  [25]  . Singapore then, supported Melaka by providing goods from herself for Melaka to export. An example being blackwood, which was brought from Singapore to Melaka, and then bought in bulk by Chinese traders  [26]  . (2) may now seem to be plausible at this point in the essay since Singapore was a declining yet thriving emporium, and evidence show that its waters are hotly contested for between the Dutch and Johor Sultanate, and the Portuguese and Acehnese, and Singapore was seen by both as strategic to build a fort to achieve their individual aims as mentioned in (a). However, one may wish to note that Singapores waters may not be that strategic after all. In 1613, Aceh successfully attacked Batu Sawar as she was upset about the signing of the peace treaty between Johor Sultanate and Portuguese, uncovering the vulnerable position of Singapore waters, rendering it no longer strategic  [27]  . Moreover, when Melaka Straits lost its importance to Sunda Straits in the late 17th century, Singapore was neglected and declined over the 18th century  [28]  . Its waters were no longer contested and the issue on it being strategic or not became irrelevant. A village of Orang Lauts and Malays, not being much of a deal, were all that were left in Singapore. Melaka Straits was filled with pirates and Singapore, lying on the Straits, was hence seen as a sleepy fishing village by the British when they landed in the 19th century  [29]  . (2) does not take into account these happenings, thus it is flawed in describing Singapores history. In conclusion, (1) best describes Singapore history as it accommodates the period when Singapore was (3), when trade was active though declining, the period when it was considered strategic and its waters contested by the Dutch and Portuguese, up to the period when British founded Singapore as a sleepy fishing village due to the decline of Melaka Straits. (2) was unsuitable as mentioned above, and (3) seems to be an understatement as Singapore was more than just part of the Johor Sultanate.

"Jewel, you have to make it. I want you to finish what the rest of us have started. You must finish college," my grandmother has stated to me many times. A True Hero As I read David Halberstam’s ideas in his essay, â€Å"Who We Are† (2004), I started thinking about our nation’s leaders and heroes. September 11th came to my mind and the many firefighters and rescue workers who heroically risked their lives to save complete strangers. Then, I remembered that the media dubbed Jessica Lynch a hero when she came back to the United States. Not only Jessica, but also many other American soldiers fighting abroad are called heroes. I started wondering if their bravery actually makes them true heroes or not. I asked myself, what is a hero? Do people need heroes? Where does the belief that we need heroes come from? This belief has caused us to over apply our use of the word to almost everyone: leaders, firefighters, and even sports figures. Sometimes, those who we title heroes are merely good people in the right place at the right time or are simply doing their jobs. Essentially, we shouldn’t need â€Å"heroes.† Instead, we should seek role models and acknowledge the everyday worker. However, the ultimate search for a hero should be within us. We all have the capacity to embrace our inner strength in order to lead our lives with courage and nobility. I. Archaic Definitions In a US News & World Report special online issue about heroes, Clark (2001) gives several definitions of a hero: [heroes] go above and beyond the call of duty, they champion a good cause, and (my favorite) they serve as a calling to our higher selves. In an online â€Å"Answers† dictionary, hero is defined as â€Å"a person noted for feats of courage or nobility of purpose, especially one who has risked or sacrificed his or her life† (2005). Vampire Academy Chapter 10

TEN â€Å"EXCUSE ME, MR. NAGY? I CANT really concentrate with Lissa and Rose passing notes over there.† Mia was attempting to distract attention from herself – as well as from her inability to answer Mr. Nagy's question – and it was ruining what had otherwise been a promising day. A few of the fox rumors still circulated, but most people wanted to talk about Christian attacking Ralf. I still hadn't cleared Christian of the fox incident – I was pretty sure he was psycho enough to have done it as some crazy sign of affection for Lissa – but whatever his motives, he had shifted the attention off her, just as he'd said. Mr. Nagy legendary for his ability to humiliate students by reading notes aloud, homed in on us like a missile. He snatched the note away, and the excited class settled in for a full reading. I swallowed my groan, trying to look as blank and unconcerned as possible. Beside me, Lissa looked like she wanted to die. â€Å"My, my,† he said, looking the note over. â€Å"If only students would write this much in their essays. One of you has considerably worse writing than the other, so forgive me if I get anything wrong here.† He cleared his throat. † ? ®So, I saw J last night,' begins the person with bad handwriting, to which the response is, ? ®What happened,' followed by no fewer than five question marks. Understandable, since sometimes one – let alone four – just won't get the point across, eh?† The class laughed, and I noticed Mia throwing me a particularly mean smile. â€Å"The first speaker responds: ? ®What do you think happened? We hooked up in one of the empty lounges.' â€Å" Mr. Nagy glanced up after hearing some more giggles in the room. His British accent only added to the hilarity. â€Å"May I assume by this reaction that the use of ? ®hook up' pertains to the more recent, shall we say, carnal application of the term than the tamer one I grew up with?† More snickers ensued. Straightening up, I said boldly, â€Å"Yes, sir, Mr. Nagy. That would be correct, sir.† A number of people in the class laughed outright. â€Å"Thank you for that confirmation, Miss Hathaway. Now, where was I? Ah yes, the other speaker then asks, ? ®How was it?' The response is, ? ®Good,' punctuated with a smiley face to confirm said adjective. Well. I suppose kudos are in order for the mysterious J, hmmm? ? ®So, like, how far did you guys go?' Uh, ladies,† said Mr. Nagy, â€Å"I do hope this doesn't surpass a PG rating. ? ®Not very. We got caught.' And again, we are shown the severity of the situation, this time through the use of a not-smiling face. ? ®What happened?' ? ®Dimitri showed up. He threw Jesse out and then bitched me out.' â€Å" The class lost it, both from hearing Mr. Nagy say â€Å"bitched† and from finally getting some participants named. â€Å"Why, Mr. Zeklos, are you the aforementioned J? The one who earned a smiley face from the sloppy writer?† Jesse's face turned beet red, but he didn't look entirely displeased at having his exploits made known in front of his friends. He'd kept what had happened a secret thus far – including the blood talk – because I suspected Dimitri had scared the hell out of him. â€Å"Well, while I applaud a good misadventure as much as the next teacher whose time is utterly wasted, do remind your ? ®friends' in the future that my class is not a chat room.† He tossed the paper back on to Lissa's desk. â€Å"Miss Hathaway, it seems there's no feasible way to punish you, since you're already maxed out on penalties around here. Ergo, you, Miss Dragomir, will serve two detentions instead of one on behalf of your friend. Stay here when the bell rings, please.† After class, Jesse found me, an uneasy look on his face. â€Å"Hey, um, about that note†¦you know I didn't have anything to do with that. If Belikov finds out about it†¦you'll tell him? I mean, you'll let him know I didn't – â€Å" â€Å"Yeah, yeah,† I interrupted him. â€Å"Don't worry, you're safe.† Standing with me, Lissa watched him walk out of the room. Thinking of how easily Dimitri had thrown him around – and of his apparent cowardice – I couldn't help but remark, â€Å"You know, Jesse's suddenly not as hot as I used to think.† She only laughed. â€Å"You'd better go. I've got desks to wash.† I left her, heading back for my dorm. As I did, I passed a number of students gathered in small clusters outside the building. I regarded them wistfully, wishing I had the free time to socialize. â€Å"No, it's true,† I heard a confident voice say. Camille Conta. Beautiful and popular, from one of the most prestigious families in the Conta clan. She and Lissa had sort of been friends before we left, in the uneasy way two powerful forces keep an eye on each other. â€Å"They, like, clean toilets or something.† â€Å"Oh my God,† her friend said. â€Å"I'd die if I was Mia.† I smiled. Apparently Jesse had spread some of the stories I'd told him last night. Unfortunately, the next overheard conversation shattered my victory. † – heard it was still alive. Like, twitching on her bed.† â€Å"That is so gross. Why would they just leave it there?† â€Å"I don't know. Why kill it in the first place?† â€Å"You think Ralf was right? That she and Rose did it to get kicked – â€Å" They saw me and shut up. Scowling, I skulked off across the quadrangle. Still alive, still alive. I'd refused to let Lissa talk about the similarities between the fox and what had happened two years ago. I didn't want to believe they were connected, and I certainly didn't want her to either. But I hadn't been able to stop thinking about that incident, not only because it was chilling, but because it really did remind me of what had just happened in her room. We had been out in the woods near campus one evening, having skipped out on our last class. I'd traded a pair of cute, rhinestone-studded sandals to Abby Badica for a bottle of peach schnapps – desperate, yes, but you did what you had to in Montana – which she'd somehow gotten hold of. Lissa had shaken her head in disapproval when I suggested cutting class to go put the bottle out of its misery, but she'd come along anyway. Like always. We found an old log to sit on near a scummy green marsh. A half-moon cast a tiny sliver of light on us, but it was more than enough for vampires and half-vampires to see by. Passing the bottle back and forth, I grilled her on Aaron. She'd fessed up that the two of them had had sex the weekend before, and I felt a surge of jealousy that she'd been the one to have sex first. â€Å"So what was it like?† She shrugged and took another drink. â€Å"I don't know. It wasn't anything.† â€Å"What do you mean it wasn't anything? Didn't the earth move or the planets align or something?† â€Å"No,† she said, smothering a laugh. â€Å"Of course not.† I didn't really get why that should be funny, but I could tell she didn't want to talk about it. This was around the time the bond had begun forming, and her emotions were starting to creep into me now and then. I held up the bottle and glared at it. â€Å"I don't think this stuff is working.† â€Å"That's because there's barely any alcohol in – â€Å" The sound of something moving in the brush came from nearby. I immediately shot up, putting my body between her and the noise. â€Å"It's some animal,† she said when a minute went by in silence. That didn't mean it wasn't dangerous. The school's wards kept out Strigoi, but wild animals often wandered into the outskirts of campus, posing their own threats. Bears. Cougars. â€Å"Come on,† I told her. â€Å"Let's head back.† We hadn't gone very far when I heard something moving again, and someone stepped out into our path. â€Å"Ladies.† Ms. Karp. We froze, and whatever quick reactions I'd shown back by the marsh disappeared as I delayed a few moments in hiding the bottle behind my back. A half-smile crossed her face, and she held out her hand. Sheepishly, I gave the bottle to her, and she tucked it under her arm. She turned without another word, and we followed, knowing there would be consequences to deal with. â€Å"You think no one notices when half a class is gone?† she asked after a little while. â€Å"Half a class?† â€Å"A few of you apparently chose today to skip. Must be the nice weather. Spring fever.† Lissa and I trudged along. I'd never been comfortable around Ms. Karp since the time she'd healed my hands. Her weird, paranoid behavior had taken on a strange quality to me – a lot stranger than before. Scary, even. And lately I couldn't look at her without seeing those marks by her forehead. Her deep red hair usually covered them but not always. Sometimes there were new marks; sometimes the old ones faded to nothing. A weird fluttering noise sounded to my right. We all stopped. â€Å"One of your classmates, I imagine,† murmured Ms. Karp, turning toward the sound. But when we reached the spot, we found a large black bird lying on the on the ground. Birds – and most animals – didn't do anything for me, but even I had to admire its sleek feathers and fierce beak. It could probably peck someone's eyes out in thirty seconds – if it weren't obviously dying. With a last, halfhearted shake, the bird finally went still. â€Å"What is that? Is it a crow?† I asked. â€Å"Too big,† said Ms. Karp. â€Å"It's a raven.† â€Å"Is it dead?† asked Lissa. I peered at it. â€Å"Yeah. Definitely dead. Don't touch it.† â€Å"Probably attacked by another bird,† observed Ms. Karp. â€Å"They fight over territory and resources sometimes.† Lissa knelt down, compassion on her face. I wasn't surprised, since she'd always had a thing for animals. She'd lectured me for days after I'd instigated the infamous hamster-and-hermit-crab fight. I'd viewed the fight as a testing of worthy opponents. She'd seen it as animal cruelty. Transfixed, she reached toward the raven. â€Å"Liss!† I exclaimed, horrified. â€Å"It's probably got a disease.† But her hand moved out like she hadn't even heard me. Ms. Karp stood there like a statue, her white face looking like a ghost's. Lissa's fingers stroked the raven's wings. â€Å"Liss,† I repeated, starting to move toward her, to pull her back. Suddenly, a strange sensation flooded through my head, a sweetness that was beautiful and full of life. The feeling was so intense, it stopped me in my tracks. Then the raven moved. Lissa gave a small scream and snatched her hand back. We both stared wide-eyed. The raven flapped its wings, slowly trying to right itself and stand up. When it managed to do so, it turned toward us, fixing Lissa with a look that seemed too intelligent for a bird, its eyes held hers, and I couldn't read her reaction through the bond. At long last, the raven broke the gaze and lifted into the air, strong wings carrying it away. Wind stirring the leaves was the only sound left. â€Å"Oh my God,† breathed Lissa. â€Å"What just happened?† â€Å"Hell if I know,† I said, hiding my stark terror. Ms. Karp strode forward and grabbed Lissa's arm, forcefully turning her so that they faced each other. I was there in a flash, ready to take action if Crazy Karp tried anything, though even I had qualms about taking down a teacher. â€Å"Nothing happened,† said Ms. Karp in an urgent voice, her eyes wild-looking. â€Å"Do you hear me? Nothing. And you can't tell anyone – anyone – about what you saw. Both of you. Promise me. Promise me you won't ever talk about this again.† Lissa and I exchanged uneasy glances. â€Å"Okay† she croaked out. Ms. Karp's grip relaxed a little. â€Å"And don't ever do it again. If you do, they'll find out. They'll try to find you.† She turned to me. â€Å"You can't let her do it. Not ever again.† On the quad, outside my dorm, someone was saying my name. â€Å"Hey, Rose? I've called you, like, a hundred times.† I forgot about Ms. Karp and the raven and glanced over at Mason, who had apparently started walking with me toward the dorm while I was off in la-la land. â€Å"Sorry,† I mumbled. â€Å"I'm out of it. Just†¦um, tired.† â€Å"Too much excitement last night?† I gave him a narrow-eyed look. â€Å"Nothing I couldn't handle.† â€Å"I guess,† he laughed, though he didn't exactly sound amused. â€Å"Sounds like Jesse couldn't handle it.† â€Å"He did okay.† â€Å"If you say so. But personally, I think you've got bad taste.† I stopped walking. â€Å"And I don't think it's any of your business.† He looked away angrily. â€Å"You made it the whole class's business.† â€Å"Hey, I didn't do that on purpose.† â€Å"Would've happened anyway. Jesse's got a big mouth.† â€Å"He wouldn't have told.† â€Å"Yeah,† said Mason. â€Å"Because he's so cute and has such an important family.† â€Å"Stop being an idiot,† I snapped. â€Å"And why do you even care? Jealous I'm not doing it with you?† His flush grew, going all the way to the roots of his red hair. â€Å"I just don't like hearing people talk shit about you, that's all. There are a lot of nasty jokes going around. They're calling you a slut.† â€Å"I don't care what they call me.† â€Å"Oh, yeah. You're really tough. You don't need anyone.† I stopped. â€Å"I don't. I'm one of the best novices in this fucking place. I don't need you acting all gallant and coming to my defense. Don't treat me like I'm some helpless girl.† I turned around and kept walking, but he caught up to me easily. The woes of being five-seven. â€Å"Look†¦I didn't mean to upset you. I'm just worried about you.† I gave a harsh laugh. â€Å"I'm serious. Wait†¦Ã¢â‚¬  he began. â€Å"I, uh, did something for you. Sort of. I went to the library last night and tried to look up St. Vladimir,† I stopped again. â€Å"You did?† â€Å"Yeah, but there wasn't much on Anna. All the books were kind of generic. Just talked about him healing people, bringing them back from the edge of death.† That last part hit a nerve. â€Å"Was†¦was there anything else?† I stammered. He shook his head. â€Å"No. You probably need some primary sources, but we don't have any here.† â€Å"Primary what?† He scoffed, a smile breaking over his face. â€Å"Do you do anything but pass notes? We just talked about them the other day in Andrews' class. They're books from the actual time period you want to study. Secondary ones are written by people living today. You'll get better information if you find something written by the guy himself. Or someone who actually knew him.† â€Å"Huh. Okay. What are you, like, a boy genius now?† Mason gave me a light punch in the arm. â€Å"I pay attention, that's all. You're so oblivious. You miss all sorts of things.† He smiled nervously. â€Å"And look†¦I really am sorry about what I said. I was just – â€Å" Jealous, I realized. I could see it in his eyes. How had I never noticed this before? He was crazy about me. I guess I really was oblivious. â€Å"It's all right, Mase. Forget about it.† I smiled. â€Å"And thanks for looking that stuff up.† He smiled back, and I went inside, sad that I didn't feel the same way about him.

Effects of Big Business Subsidies on Local Economies

Julian Diaz Eco 212 Tax breaks Big Business Subsidies Across the nation corporations have realized that they hold the fundamental building block to the growth of their revenues, and economic growth of small economies. Claiming that merely their presence are the key to fixing local economies. Politicians are willing to funnel, in some cases, millions of dollars from taxpayers pockets and into the wallets of corporations to set up shop in their town. Corporations with capital and willingness to invest are waiting around for the highest bidder, our bidders being the local governments attempting to find a way to a better local economy .These techniques are essentially paying the corporation to set up shop in their local economies. Local governments need to realized that big business as effective as it is in creating new jobs in the short run and stimulating the economy on a macroeconomic scale, are not benefiting the local economy in the long run and some cases short run. In order to tru ly understand the whys and wherefores for big business’ to not receive local government subsidies, a look into the negative effects of these business on the local economies, and how these subsidies should be allocated to maximize the positive growth of a local town are essential.The use of tax incentives to lure in big business may seem appealing at first but there are both short and long run negative effects, allowing these tax incentives to continue is not benefiting the economy just the large corporations who do not reallocate these resources into the local economy, and what do local governments and economies really see as a result of these tax subsidies. â€Å"Traditional economic development approaches have focused on trying to fill the bath tub while neglecting to plug the drain.An increasing number of communities are now seeking ways to â€Å"plug the drain† and limit the dollars that leak out of their local economy†1 Corporations are misleading governmen t officials with ideas centered around the creation of jobs and economic growth, what they happened to leave out during negotiations are the negative effects that big retailers have on the local economy. The past success of our nation’s economy has been driven by the ability to have free competition among business, a free market allows for the allocation of labor, and prices based upon demand.Major national retail chains and small businesses do share the need to consume in order to operate. However, the economic impact of small business to a local economy triumph that of the national chain stores. A study performed by the Maine Center for Economic Development consumption of small business benefit the local economy compared for every 100 dollars spent by a business how it impacted the local economy. â€Å"MECEP’s analysis found that in general every $100 spent at locally owned businesses generates an additional $58 in local impact. By comparison, $100 spent at a repres entative national chain store generates $33 in local impact.Stated differently, MECEP found that money spent at local businesses generates as much as a 76% greater return to the local economy than money spent at national chains. † This data was collected from 350 small business in the Portland area. The reason for such a higher effect being produced from the small business is derived from the fact that the goods they purchase are from other locally owned business. Government officials who feel that luring in these big businesses with tax incentives will benefit the economy need to find a way to improve local businesses first and â€Å"plug† the drain.Let’s assume that our local economy is like a city’s economy, if they allowed a major corporation to step in and open up shop, and increase sales revenue by 50 % wouldn’t that sound great. Add in the creation of new jobs for this economy, even better. However, where are the revenues from this increased sales going? They are not benefiting the government or local citizens because those sales taxes will at best be the break even cost of luring the big business with tax incentive.Once a major store opens like Wal-Mart there is are diminishing incentives to open up other location anywhere near original location as to not over infiltrate the market and split revenues while doubling operating costs. So now, where is this money that is being made going? Sure, some of it is being reintroduced into our economy through wages, however wages make up such a minute percentage of their revenues. Money is flowing out of the local economy and directed to be invested elsewhere, leaving the government breaking even small business losing revenue from decreased sales and lower product prices.A small study performed in salt lake city analyzed â€Å"Fifteen retailers and seven restaurateurs, all independent and locally-owned, participated in the local survey. Collectively, these retailers return a tota l of 52. 0% of all revenue to the local economy while these restaurateurs return 78. 6%†. The study although analyzed on a small scale did show that national chains and big business drive money out of the local economy. Some may argue for â€Å"Creative Destruction† arguing that although in the short run Wal-Mart may close out some stores in direct competition that those storefronts will be filled again.However, with a store like Wal-Mart which offers goods varying from groceries to electronics to lawn and garden, the available markets available to fill those closed out stores cannot make up for the amount of markets which have been driven out of the local economy. How many restaurants, ice cream parlors can a city have before that market infiltrated? Wal-Mart makes up about 1% of all retail employment in the country. There is no doubt that they contribute to overall employment in the country, however the effects of Wal-Mart openings to local governments are far from be neficial.A study performed at the institute for the study of labor found that â€Å"because Wal-Mart stores employ an average of 360 workers, this suggests that for every new retail job created by Wal-Mart, 1. 4 jobs are lost as existing businesses downsize or close. † The researcher took all biases into account including labor growth rate before Wal-Mart arrived. When Wal-Mart opens a new location they force small business in the closer area to have to down size reducing their workers, lower prices, and cutting back on possible investments. So for every job created by Wal-Mart 1. are lost that small business could have provided. The 1. 4 jobs would be how many jobs would have been available if Wal-Mart did not open up shop. Allowing government officials to give subsidies to these large business is an obscured vision of a positive future. Small business make up a large portion of sales revenues and impact the local economy stronger than Wal-Mart. The use of Tax subsidies to h elp encourage economic growth has been seen to stimulate short run economies; however the long run effects of these subsidies are far different.Currently in the region of St. Louis 5. 8 billion dollars have already been committed to economic development incentive programs. These programs offer subsidies to big businesses and chain stores to come in and help induce economic growth. The regional effects of these tax incentives resulted in an 17 year span an annual growth of employment of only . 8 percent from 1990-2000, however 2000-2007 only saw a . 2 percent growth in jobs, the loss in growth was due to the new introduction of tax incentives targeted towards reeling in big business.This introduction of retail chain subsidies shifted the placement of workers, losing 35,000 workers in the manufacturing industry and creating 200,000 jobs in the service industry. The average goods producing worker makes 55,000 dollars a year however the average service worker only makes 40,000 so this c reated significant decrease in the wages of the workers. A report compiled by the East West Government council stated: â€Å"One of the intended goals of the use of tax incentives at the municipal level is to increase taxable sales or sales tax revenues.Due to the substantial investment in retail development in the region, an increase in taxable sales would be expected, but the regional total taxable sales increased only moderately from 1993 to 2000 and remained relatively flat through 2007† Some may argue that the effects of the tax subsidies will be able to create enough big business support by creating more jobs across the area and that the crowding out effect would allow there to be more jobs than there was before.
